In your playback sound device properties, make sure that you do NOT have "Disable All Enhancements" checked. EQ APO is an "enhancement", so that checkmark will disable any changes. Find your .txt file with your EQ settings that you want to use in Equalizer APO. Copy that .txt. Go back to Equalizer APO and in the config.txt tab thats open, hit that "include:" browse folder and the window pops up. In this window, PASTE your settings .txt into the folder. Now select that same .txt file and click OK. To check it's working, set the preamp in the Config.txt file to -99 dB and press save whilst listening to music.
