I found a fix for the issue, delete the FarCry4 configuration folder in Documents/My Games. Launch the game and put back all your graphics settings. It fixed the blurred camera issue for me! It seems like the game was still using the 1.0 configuration files even after all the updates. This should fix the blurry cutscenes and camera tag. Far Cry 4 Video Review.
